Aligns career-tech education (CTE) with local industry needs

Washington, D.C. – Congressman Joe Kennedy III applauded the inclusion of key provisions of his Perkins Modernization Act in the Strengthening Career and Technical Education for the 21st Century Act that passed the House Education & Workforce Committee today. Guided by partnerships between vocational-technical schools and local businesses in Massachusetts, Kennedy’s legislation would utilize local workforce data to inform CTE curriculum.
“When our local businesses create jobs, there should be no workforce more qualified to fill them than the students in their own backyard,” said Congressman Kennedy. “Across my district and our Commonwealth, top-tier voc-tech schools are already building a strong career pipeline for their students as they align the skills they teach with the skills employers demand. Including my proposal to emphasize in-demand industry sectors and occupations in federal funding for CTE in reauthorization of the Perkins Act will allow us to replicate that model in communities around the country.”
Congressman Kennedy’s bill would update current law so that federal investment in career and technical education (CTE) targets the skills demanded by employers in strong and growing industries.  It highlights and defines “in-demand industry sectors or occupations” in accordance with the Workforce Innovation and Opportunity Act, and applies this framework for workforce alignment to Perkins funding.  By leveraging workforce data and labor market information to clearly identify which sectors and occupations are “in-demand,” Kennedy’s proposal would ensure that CTE curriculum remains dynamically rooted in the needs of the American economy and accurately reflects the skills and credentials sought by employers in the labor markets where students plan to work.  If the reauthorization package is signed into law, it will mark the first time that federal law includes a definition of “in-demand industry sector or occupation” and aligns Perkins CTE curriculum to those sectors.
