Community Project Funding (CPF) enables Congressman Kennedy to advocate for targeted federal investments that address the needs and priorities of New York’s 26th Congressional District. Through this process, the Congressman may submit funding requests for eligible, locally driven projects that support public infrastructure, community services, and long-term economic development in Western New York.

The FY2027 Community Project Funding application is now open. All requests must be submitted no later than close of business on March 6.

Due to the limit on the number of projects each Member of Congress may submit, each proposal will be carefully reviewed for eligibility, readiness, and overall community impact. Submission does not guarantee selection.

Key Eligibility Requirements

  • Eligible recipients include state, local, or tribal government entities and certain qualified nonprofit organizations.
    For-profit entities are not eligible.

  • Projects must be tied to a specific eligible federal account within the House Appropriations Committee.

  • Each project must demonstrate a clear federal nexus, meaning the funding is authorized under existing federal law.

  • Memorials, museums, and commemorative projects are not eligible.

  • Applicants must demonstrate strong community support and responsible use of taxpayer funds.

  • Funded projects must comply with all applicable federal program requirements, including any cost-share or audit requirements.

 Program & Language Appropriations Requests

Separate from the Community Project Funding request process is the Program & Language Appropriations request process.

  • SUBMISSION FORM

  • DEADLINE: All requests must be submitted no later than close of business on Friday, March 6th, 2026. 

  • PROGRAM REQUESTS

    • Requests a funding level for an authorized federal program. 

    • Example: Provide $200,000,000 for the Batteries, Charging, and Electric Vehicles Program in the Vehicle Technologies Office (VTO) 

  • LANGUAGE REQUESTS

    • A request to include specific bill or report language that does not direct funding to a particular entity but encourages, urges, or directs some type of action.

    • Bill Language Example: "Hereafter, and notwithstanding any other provision of law, ARS facilities as described in the ‘’Memorandum of Understanding Between the U.S. Department of Agriculture Animal and Plant Health Inspection Service (APHIS) and the U.S. Department of Agriculture Agricultural Research Service (ARS) Concerning Laboratory Animal Welfare’’ (16–6100–0103–MU Revision 16–1) shall be inspected by APHIS for compliance with the Animal Welfare Act and its regulations and standards."

    • Report Language Example: "The Committee encourages the National Institutes of Health to support research on early diagnosis and detection of Lyme and tick-borne diseases."
